An open city to roam on foot or behind the wheel. Borrow cars, run jobs, dodge the police, and cause trouble with water balloons, cream pies, banana peels and a bubble blaster. Nobody gets hurt and nobody swears: the worst you can get is a ticket.
Knocking things over, bumping cars and driving on the pavement earn stars. Break the police's line of sight until the stars stop blinking, or drive into Fresh Coat for a respray. Ten golden pelicans are hidden around the bay. Striped crates on street corners refill your weapons; a pie or balloon on a police windscreen blinds that car for a moment, and a banana peel spins out anything that drives over it.
